Formal Comment ticket #424 filed.  Ballot ticket #425 filed to add
`read-string`, `read-string!`, and `write-string`.  Depending on the
results of #385, this would either add optional start and end arguments to
`write-string` or add `write-partial-string`.

#424 will be closed when the WG decides #425.  If the WG decides to
change the draft, #425 will be closed after the draft is changed.
