I'm of the opinion that because 'load' is widely used but specified
differently by different systems, it should be deprecated and
replaced by a more completely specified form.

That way people can keep doing what they're doing with 'load', but
new code will use a form that means the same thing everywhere and
everybody will have a target to write to and plenty of time for
converting old code.

And that only leaves us the "minor" problem of specifying what's
the correct behavior for the new form.
