Actually, I can't think why we need to exclude negative
integers.  The rationale was specifically for the case of
numbered standards, RFCs, SRFIs and the like, in which
case you generally don't have negative values, but then
we can't make the old R-1RS jokes...

Including negative numbers seems fine to me.  I figured that excluding zero was definitely a mistake, but I can't see any reason that we shouldn't go all the way.  I would leave out rationals, etc., though.  Integers should be enough.
