Actually I forgot that, per ballot ticket #278, only the truncate and
floor division procedures are still in the small language, and they
have been moved to the base library.  So this is now moot.  The other
procedures will most likely be in the large language.

The next ballot will reopen ticket #140 to remove the quotient, remainder,
and modulo functions from the base library altogether, and to keep them
only in the (scheme r5rs) library voted in per ballot ticket #330.
