[Scheme-reports] Formal Response to #360: Change syntax of escaped symbols from |<symbol element>*| to #"<string element>*"

Because no known Scheme implementation uses #"..." for escaped symbols,
and because Racket uses that syntax for byte strings, the editors do
not believe this request has any realistic chance of being approved.

Therefore, the Formal Comment is rejected.
