[Scheme-reports] SRFI 111, Boxes, added to R7RS-large

By a unanimous vote, SRFI 111, Boxes, has been added to the R7RS-large
language, the first package to do so.  Unless there is an objection,
I will assign it the library name (scheme boxes).
