To clarify, we did revert to the R5RS semantics for `eqv?`, but not
quite for `eq?`. In R5RS, `eq?` and `eqv?` are required to return the
same thing at all times; in R7RS, we only say that `eq?` must return #t
if the procedures' location tags are equal.
