[Scheme-reports] editorial: missing index entry and cross-reference for import

The index links to page 28 for import, which is OK, but the
primary entry should be to section 5.2 "Import declarations"
on page 25.

Also in section 5.6.1 page 28:

   An import declaration provides a way to import the iden-
   tifiers exported by another library. It has the same syntax
   and semantics as an import declaration used in a program
   or at the REPL.

This should also have a link to section 5.2.
