[Scheme-reports] Suggestion to put display and newline in the same library

Hi,

in the latest draft,

  * newline is in (scheme base)
  * display is in (scheme write)

Wouldn't it make more sense to have them in the same library?

It's currently a bit confusing as a user.  Besides, I guess implementors
would define newline in terms of display.
