[Scheme-reports] Immutable environments?



In §6.12, page 54, of draft 8, the environment primitive's description, 
includes, in part `The
bindings of the environment represented by the specifier are immutable, 
as is the environment itself.' In §6.14, page 59, load's description 
includes `The load procedure reads expressions *and definitions* from 
the file and evaluates them sequentially in the environment specified by 
environment-specifier .' [Emphasis added]

These two sentences appear contradictory.

(My apologies if this issue has been dealt with before, for various 
reasons I haven't been able to follow this list in the last few months.)
